When was the last time you checked that your machinery operators still have the skills to operate your equipment safely? When did you last verify their competency?

It may have been yesterday. It may have been when they first started with you. Or it may have been when they first arrived, fresh out of school, twenty years ago.

But are they still competent today? Equipment changes. Practices change. People get complacent. Skills fade.

How do you know?

A Verification of Competency is how you know. A dated, documented confirmation that on a specific day, someone connected to a registered training organisation confirmed that your operator was competent to operate that specific piece of equipment. When the question gets asked, you have an answer.

What is a VOC?

Operator on plant and equipment

A Verification of Competency is a structured process that confirms an operator can safely and competently perform a specific task or operate a specific piece of equipment, to the standard your workplace requires, at the time the verification is carried out.

The VOC process does not care how the operator acquired their skills. Twenty years of experience on the same machine counts. Formal training counts. A combination of both counts. What the process cares about is whether those skills are current, active, and sufficient for the task at hand.

Where a High Risk Work Licence or other formal qualification is legally required, that requirement exists before and independently of any VOC. The VOC then confirms that the skills behind that licence are current and active — not that the licence exists, but that it still means something.

Where no licence or formal qualification is required, the VOC stands on its own. The operator demonstrates competency against the defined standard. The record shows they were checked, by whom, and on what date.

Either way, the outcome is the same. You have evidence. When the question gets asked, you have an answer.

Why does the RTO connection matter?

Anyone can watch an operator work and sign a form. What gives that record weight — in an audit, an investigation, or a legal dispute — is whether the process was designed and backed by an organisation that understands what competency actually means.

Halo Nation Training Pty Ltd (RTO 32485) has been formally approved by the Australian government to assess competency across the vocational education and training sector, including the machinery and high risk licensing space. Assessing whether someone is competent to operate plant and equipment is not a sideline — it is core business. Halo understands competency from the inside. Not just what it looks like when someone performs a task, but what underpins it — the knowledge, the judgement, the situational awareness that separates someone who can operate a machine from someone who can operate it safely under any conditions they are likely to encounter.

When Halo Nation Training backs your VOC process, you are not getting someone who decided to have a go at this. You are getting an organisation that has been assessed, approved, and is actively regulated to do exactly this kind of work. Not a witness. A professional judgement.

How we work with you

The Specialised VOC system is developed and owned by Halo Nation Training Pty Ltd (RTO 32485) and delivered by Specialised Training Company Pty Ltd. The competency standards, the documentation, and the platform are already built and ready to go.

You do it We do it
What happens You run the VOC process using your own people, inside your own operation. SpecialisedVOC provides everything they need to do it properly. SpecialisedVOC sends people to your site to carry out the process.
Who does it Your nominated supervisors or leading hands — people with genuine, hands-on knowledge of the equipment being verified. SpecialisedVOC works with them to make sure they understand the process, know what to look for, and can apply the SpecialisedVOC standard consistently. No formal training qualification is required. What is required is that they know the equipment and that they carry out the process properly. SpecialisedVOC people. Experienced, familiar with the process, and ready to work on your site.
What they get A complete, ready-to-use system — competency checklists, documentation, theory instruments, and platform access. No design work, no internal policy development, no IT project. Just the system, ready to go. Everything handled. SpecialisedVOC comes to you, runs the process, and produces the complete records.
RTO coverage The process carries RTO backing through Halo Nation Training. A homemade checklist does not. The process carries RTO backing through Halo Nation Training.
Cost $79 per VOC generated through the platform. Initial site suitability visit charged at cost if required. Setup and support included. $250 per VOC, minimum 10 full charge VOCs per visit. Discount for additional VOCs carried out for the same person in the same session. Travel and accommodation charged at cost where applicable.
Best for Suitable for any size organisation. Works best where you have experienced supervisors with hands-on equipment knowledge and an ongoing program to make the setup worthwhile. Smaller workforces, one-off verifications, or where an independent process is preferred. For larger clients with ongoing verification needs, SpecialisedVOC can work with you on a permanent arrangement. Contact us to discuss.

What you get

Each operator who is verified as competent receives a dated Statement of Verification of Competency, specific to the equipment and tasks verified. They also receive an Assessment Summary and a Specialised VOC wallet card.

You, as the employer, receive a complete record of every verification carried out — who was verified, on what equipment, against what standard, by whom, and on what date. Auditable, defensible, and yours to keep.

If an operator does not yet meet the required standard, you will receive written feedback identifying the specific gaps. Gap training is available through Halo Nation Training. Once complete, the verification can be carried out again.

The record you build over time is evidence that you take the question of competency seriously — and that when something goes wrong, as it eventually does on every worksite, you can show exactly what you did to make sure your operators were up to the job.
